Brewer also filed House Bill 3865, which would prohibit a publicly regulated utility from increasing rates or adding a surcharge on the basis of whether a solar energy device is being used.
State Sen. Mary Boren, D-Norman, filed Senate Bill 525, which would prohibit the Corporation Commission from preventing retail electric customers from using small power production facilities as defined by the Public Utility Regulatory Policies Act through third-party leasing arrangements.
Boren also filed Senate Bill 528, which would require Oklahoma’s Secretary of Energy and Environment to conduct a study and produce a report recommending a renewable portfolio standard that would apply to every entity furnishing electric service to end-use customers in Oklahoma.
Senate Bill 530, also filed by Boren, would expand the definition of a utility to any company that produces, delivers or furnishes retail electric current for light, heat or power to a customer through a power purchase agreement.
Two other proposed state laws deal with schools and solar energy.
One, Senate Bill 1920 authored by Sen. Rob Standridge, R-Norman, would authorize school district boards of education enter into agreements with entities whose power supply source is based solely on renewable energy.
House Bill 2858, authored by state Rep. Daniel Pae, R-Lawton, would require all school districts to take part in an energy conservation program by evaluating whether they could save at least 20% of energy-related costs by fiscal 2025 through using available alternative sources, including solar power.
“The change we saw at the Corporation Commission involving the net metering policy was the first significant step we have seen that points towards the possibility that solar energy will start having the investment everyone has been predicting in the state,” Bridgwater said. “Companies willing to invest in that technology need certainty that solar energy will be treated fairly.”
